Non-state actors? role in the EU forest policy making : a study of Swedish actors and the Timber Regulation negotiations

The purpose of this research is to identify how E-NGO and forest stakeholders, in the study referred to as Non-state actors, have influenced the EU timber regulation; through participation and lobbyism towards the decision- makers (policy makers) at EU and national level, to achieve adjustments in the legislative text. The study also examines the relationships between the forest stakeholders, the E-NGOs and the EU-institutions, regarding communication, cooperation, informal and formal consultation where interviews were accomplished with decision-makers from the EU-institutions, forest stakeholders, E-NGOS and representatives from Swedish authorities that participated under the development of the EUTR during the period of 2008-2013. The participation and lobbying from Non-state actors have most likely affected the outcome of the regulation, through alterations in the legislative text and through influencing the EU-institutions. Several factors that have affected the efficiency and timing of the influence have been identified through interviews as well as various approaches to influence the decision makers. The findings of the study may be useful for forest related interest groups that are involved in decision-making procedures at EU-level and as substance and material for further research in the subject of forest policy making at supranational level..

This case study explores the question of implementation and steering in a society of governance. As an empirical example, a reform concerning the reception of separated refugee children in Sweden is used. As of the 1st of July 2006 the responsibility for providing housing for separated children lies with the local governments rather than with the Swedish Board of Migration, aiming to improve the children's situation. However, implementing this amendment has turned out to be a harder task than expected. Traditionally, the relationship between state and local actors is seen in terms of state steering or local self-government.

Har muren fallit? En studie av policynätverk inom infrastrukturprocessen i Skåne

The creation of Region Skåne, and the transfer of the development responsibility from the national administrative country board (Länsstyrelsen) has given the state new challenges. New structures have grown between Region and State, and also between different municipalities. These can be characterized as Policy-networks, and the goal of this study is to analyze the planning process of the regional infrastructure with these theories.This is a qualitative study of the infrastructure process in Skåne, and the actors that acts within this process. It has been studied with the eyes of the theories of Governance and Policy-networks. The main method to collect material has been through interviews with different actors within the process, and very little written material has been used.

The three post-communist states - Belarus, Moldova, and Ukraine ? have gone different ways in terms of freedom and democracy since the breakdown of the Soviet Union 1991. During these years, the state and the civil society have been fundamental actors in the struggle against, and even for, authoritarianism.A strong state with great capacity in Belarus has undermined the chances for the civil society to fulfil its task as a watchdog of the state and link between the citizens and the government.Failed authoritarianism in Moldova has led to a situation where both the state and the civil society are weak. The major problem is lack of organization and cohesion; both the state and the civil society have often been divided by ethnical differences and are therefore not strong enough to promote democracy.In Ukraine, the dominance of a strong state ended in 2004 when the Orange Revolution took place, sometimes called a ?peak of democracy? where popular mobilization and protests succeeded in it's opposition against the state.

The two approaches covered in this essay are the state- centred perspective, and the individual-centred perspective. To help filling this gap, this essay asks which mode of governance is dominant in the field of digital inclusion. What aspects of governance "governance" or "government" is the dominant in the field of digital inclusion, and is it possible to see any difference in how the state governance is described by the government and perceived by other actors? To answer this overarching question, two sub queries are formulated and analyzed. First, what aspect of "governance" or "government" dominate when state governance of the area are examined based on how the government describes it? Second, what aspect of "governance" or "government? dominate when state governance are studied based on how the perceived by other actors and stakeholders active in the field.

A Swedish national forest programme ? participation and international agreements

Sweden is in the initial phase of forming a national forest programme (nfp). The establishment of an nfp has been evoked by international policy developments and a national debate questioning Swedish forestry and forest policy. National forest programmes are participatory processes for the development and implementation of forest-related policies and international commitments. The purpose of this Masters thesis is to examine the growth of the library in Vaggeryd. We have analysed how four factors influenced the library development during the years between 1862 and 1953. The four factors we have studied are development of society, collective actors, librarys economy and individual actors. We have worked with the following question: · How have the four factors: development of society, collective actors, librarys economy and individual actors, influenced the growth? We have focused on the changes that the industrialization brought on the society development, and on the growing of the non-governmental organisations.

Social media on the internet allows both public and private actors to communicate with each other. The aim of this qualitative study is to explore the relationship between the public and the private in social media on the internet, specifically with emphasis on the identities which are shaped in this relationship. The social media explored in this study is the micro blog Twitter. Data was collected from the pages of three public and private actors on Twitter, specifically with concern to their interaction with public and/or private actors. This paper develops a theory for understanding negotiation situations involving states and indigenous peoples. The concept of sustainable development has been pervasive in recent years and many organizations choose to implement sustainability and adapt their activities accordingly. The purpose of this study have been to explore how a collaboration on the use of waste materials may look to analyze what influences cooperation. A case study has been carried out examining a Swedish state regional project aimed at creating partnerships between actors and utilizing textile waste with the help of design. The study was conducted using qualitative methods and the collection of data has been done through interviews and by examining documents. The results show that there are seven key factors that affect cooperation: expectations, commitment, internal communication, a strong non-profit actor, individual treatment, personal networks and the diversity of actors.

Vem styr bostadsbyggandet i Nacka och Södertälje? : Vilka aktörer påverkar slutresultatet?

Who runs the development? A comparative study of the construction of residential buildings in Nacka and Södertälje.The aim of this study is to identify actors involved in the initiation and implementation of residential house construction in two Swedish municipalities. This means who is taking initiative for new residential buildings, who affects the planning process, who finances these new buildings and who builds them. By exploring empiric material from the municipalities of Nacka and Södertälje, the above questions will be answered and by referring to pluralism, growth machine theory and regime theory a link to general theories of political science is made. The results found show that the analysed municipalities have quite different possibilities for acting and that these backgrounds are also important for which actors will take initiative for new residential buildings and which actors will be allowed to state their opinion during the planning process.

The purpose of this thesis is to explain why states obtain nuclear weapons and the role variousactors and interests play in the making of states´ nuclear policies. The main questions are asfollows: (1) What big theories exist concerning states obtaining nuclear weapon and nucleararmament in International Relations and what relevance do they have of the post cold-war period?,(2) What is the meaning of the perspective of the Military-Industrial Complex (MIC)?, and (3)Arethere empirical studies which supports the existence of a MIC in the United States?The focus lies on actors and driving forces that are internal to states and it is also important toinvestigate if the theories have relevance for the post 9/11-era. The study uses the method ofqualitative literature-study with some quantitative segments. It is claimed that states might beinterested in justifying their behaviour in a morally appealing way and that real reasons may behidden.

FN:s Barnkonvention och flyktingbarn : Hur implementeras FN:s Barnkonvention i förhållande till ensamkommande flyktingbarn?

1990 Sweden ratified the UN Convention on the Rights of the Child, with 54 rights. The Convention on the Rights of the Child does not apply as law in Sweden. However, all countries that have ratified the convention, has an obligation to implement the convention in all decision making and practical management that includes children. The purpose of the study is to examine the implementation of the convention in relation to unaccompanied refugee children on a state, municipal and non-profit level by using three actors. The actors are the Swedish immigration service, Stockholm social service and the NGO Save the Children.
